What is the record on TC performance? What is the evidence?What are the successful efforts in developing legitimate and efficient institutions? What are the lost opportunities? Which practices are corrosive and undermine indigenous capacity? Please, share your views and experiences! (ghada.jiha@undp.org) Your opinions and experience about these questions will be posted on the Success & Failure bulletin board, where they will be accessible for the electronic discussions and fed into the respective research. The search for evidence of success and failure will be approached in a number of additional ways:             
Desk examinationof donor self-evaluations, OECD Development Assistance Committee (DAC) peer reviews, country reviews, a review of the academic literature and analysis of media coverage.Survey of attitudes and perceptionsof decision-makers and development practitioners.Data analysiswill update the research done by UNDP in 1993 and establish a general overview of recent trends in Technical Cooperation.
